The SCO is responsible for the development and maintenance of professional working relationships that advance U. The SCO falls under the direction and supervision of the U.

For countries eligible to receive foreign aid, including military assistance, the MSRP also acts as the vehicle by which the Embassy transmits funding requirements to DoS. SCOs list all possible sales meeting the dollar thresholds, even if the probability is not considered high.
